Jiangsu Lixin Construction Cost Consulting Co., Ltd. plans to conduct competitive negotiation and procurement for garbage and organic matter cleaning and transportation projects in Santaishan Scenic Spot. Qualified suppliers are welcome to bid.


I. Project name and serial number


(I) Project name: Santaishan Scenic Spot garbage collection and organic matter collection and transportation project


(II) Purchase No. : JSLX[2020]0401




Ii. Brief description of the project


2 years of domestic garbage and organic matter cleaning service shall be purchased. It is required that the garbage cleaning vehicles shall be more than 6 tons of compressed sanitation vehicles, and the garbage is dried all year round with daily daily cleaning. Organic matter (including septic tank) cleaning vehicles are more than 8 tons of dung suction vehicles, 330 vehicles a year (the overall increase of the number of 10% does not calculate additional expenses); Waste is sent to Everbright incineration plant, organic matter is sent to Canal 7 Qiaoxi organic matter treatment center.


(I) Payment method: project service fee shall be settled half a year; The contract price shall be paid upon expiration of the service.


(2) Service term: two years.




3. Qualification requirements for qualified bidders


The bidder shall comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China and meet the following conditions to participate in the government procurement activity:


(1) a copy of the business license of the legal person or any other organization and other supporting documents such as the tax registration certificate (or the business license of "three certificates in one" or the legal person certificate of the institution);


(2) The financial status report of 2018 or 2019 (means the audited financial report or the credit certificate issued by the bank, which is not required if the supplier has been established for less than one year);


(iii) Materials related to the payment of taxes and social security funds according to law in any month since October 2019;


(4) a declaration that it has the equipment and professional and technical ability necessary for the performance of the contract;


(5) A written statement that there is no record of major violation of law in business activities within 3 years prior to participating in government procurement activities (counted from the date of issuance of public negotiation documents).


(6) The bidder shall simultaneously meet the following conditions:


1. Within the business scope of the business license, the bidder shall have the service scope of "garbage cleaning and transportation" and "organic matter cleaning";


2. The bidder shall have the road transport operation license.


(7) Consortium bidding is not accepted for this project.


If the person in charge of the unit is the same person or different units have holding or management relationship, they shall not participate in the negotiation of the same bid section of the project. Otherwise, the negotiation application will be rejected.


Iv. Bid evaluation methods


This project adopts the lowest evaluation price method. Detailed details are detailed in the bidding evaluation method of competitive negotiation documents.
